Add a new raster layer and floodfill with a color of your choice. I used a darker green. Select all, modify, contract by 2. Selections, invert & press delete. Do not deselect. Selections, invert. Selections, modify, contract by 2 again. Press delete then deselect. Add noise, gaussian, 75, monochrome checked.

Add your name, credits. Apply a drop shadow of choice to your layers.

For the avatar, crop it to size. Delete the frame layer, and redo the frame layer for the avatar.

Merge visible & save as a PNG.
